    由國(guó)家發(fā)展和改革委員會(huì)（NDRC）/聯(lián)合國(guó)開(kāi)發(fā)計(jì)劃署（UNDP）/全球環(huán)境基金（GEF）共同發(fā)起的中國(guó)終端能效項(xiàng)目(EUEEP)旨在克服中國(guó)在主要能耗部門(mén)（工業(yè)和建筑）能源利用效率的障礙，促進(jìn)能效水平的提高，支持中國(guó)建立一個(gè)可持續(xù)的、基于市場(chǎng)的、提高能效的機(jī)制，完善有效的節(jié)能政策法規(guī)體系，加強(qiáng)中國(guó)在市場(chǎng)經(jīng)濟(jì)體制下推動(dòng)節(jié)能的能力。

　　該項(xiàng)目的實(shí)施將有利于中國(guó)提高經(jīng)濟(jì)生產(chǎn)力，減少溫室氣體排放，改善全球環(huán)境。該項(xiàng)目為一個(gè)12年規(guī)劃性項(xiàng)目，分4期執(zhí)行，第一期為3年。目前項(xiàng)目下要對(duì)工業(yè)（A包）、建筑（B包）和跨行業(yè)（C包）三方面內(nèi)容的8個(gè)分包合同進(jìn)行公開(kāi)招標(biāo)。

　　項(xiàng)目實(shí)施采用國(guó)家執(zhí)行方式，受中國(guó)終端能效項(xiàng)目辦公室的委托，中國(guó)國(guó)際經(jīng)濟(jì)技術(shù)交流中心負(fù)責(zé)項(xiàng)目下的招標(biāo)工作。

　　項(xiàng)目管理辦公室歡迎有意向并有能力承擔(dān)分包任務(wù)的機(jī)構(gòu)參與此次競(jìng)標(biāo)，在中國(guó)正式注冊(cè)、具有合法經(jīng)營(yíng)資格以及相關(guān)經(jīng)驗(yàn)的機(jī)構(gòu)均可報(bào)名參加，有國(guó)際項(xiàng)目執(zhí)行經(jīng)驗(yàn)者優(yōu)先。

NDRC/UNDP/GEF “China End Use Energy Efficiency Project (EUEEP)”

Call for proposals

　　The China End-Use Energy Efficiency Project (EUEEP) is an international co-operation project between the Chinese Government represented by National Development and Reform Commission (NDRC), the United Nations Development Programme and the Global Environment Facility. The project aims to promote energy efficiency in major energy consuming sectors (industrial and buildings) which will be achieved through partnerships with donors to assist China in establishing sustainable and market-based energy efficiency policies and standards, enforcing a comprehensive and effective energy conservation policy and regulatory system, leading to improved economic productivity, reduced greenhouse gas emissions, and an improved global environment. EUEEP is designed to support the first phase of four 3-year phases, 12-year strategic plan.

　　EUEEP is under National Execution. The National Executive Agency of EUEEP is the Department of Resources Conservation and Environmental Protection of NDRC. EUEEP Project Management Office (PMO) is responsible for project management and implementation. As the project services provider, China International Center for Economic and Technical Exchanges is responsible for the bidding and contracting of subcontracts.
